The meeting was called to order by Pres. Jack Klinker at 7:00 PM. Present
13 members, 2 guests, sign in sheet attached. Minutes of the September
meeting approved. Agenda approved.
Guest: Ruthann Bedenkop, Outreach Coordinator for SWNI, explained what she
is prepared to do with and through the NAs. Her primary emphasis will be helping
with wrapping up 2007 small grant activities and reports and assisting with 2008
proposals. She will meet with Marianne in those roles.
Crime Prevention: Joanne Carter reports police say that the SWNI area of SW
"is a scary place" with so many gullies, dense trees and other growth, officers
prefer to work in other areas, where more is happening. Four officers now
assignedto SW. Joanne urged everyone to attend the Officer Recognition event.
Small Grants/Transportation: Marianne Fitzgerald presented the draft survey
report with some statistics: top issues; 1) land use,34%; 2) transportation,30%;3)
parks,schools,29%;only 10% said crime was number 1 concern. Full report will be
posted.
Trans: Halo LIDs pilot projects to be pursued. 1) Stephenson to Arnold
on 35th; 2) Hamilton, 45th to 58th; 3)Vermont , 35th to Hillsdale. Another Comm
Adams public meeting, Wilson HS, 7 PM Oct. 29.
Schools: Jack asked Ester McGinnis to share her latest Smith Sch. idea. Motion:
That the new PPS Supt. Carole Smith be invited to our meeting, to tour Ashcreek &
Crestwood areas, and to be presented the same information given to Comm
Saltzman.Her priorities can be met in Smith School. MSP unanimous. Jack will
contact Crestwood NA in regard to this motion.
Trails: Ann Peacock asked to be relieved as Trails representative. Michael Kisor
reported the statrus of the bike blvds.
Guest: Dale Fishback, TVWD, arrived and was given the floor. Nancy Donner
briefed us on the events that led to Dale's attendance. Dale described his research
into the Portland "water parks" and stated why TVWD cannot follow suit. TVWD has
three tank sites in Ashcreek, and their long range plan calls for more tanks. ANA
asked for the following: to have a copy of the plan and opportunity to comment; that
a landscape designer be consulted about screening: that timber bamboo and native
shrubs be considered; a bench for bus riders be included; that Dale return when he
can present a better plan.
Land Use: Gary Miniszewski attended the All city land use comm. meeting. He will
contact city staff to attend ANA meeting to discuss in-fill. Motion : that this NA
supports Agnes Kovacs proposals listed in the Sept. minutes, that they should be
shared with SWNI Land Use Comm. and be delivered to the City bureau.MSP,
1 abstention.
Parks: Ester MGinnis stated that all projects in SW parks are moving ahead. Fulton
Park CC is doing well, with no threat of closure.
SWNI Bd. & Sellwood Bridge: Dorothy Gage reported that the Board was pleased
with attendance at the sidewalk meeting; request for a conservation easement was
withdrawn; do we have a nominee for Spirit of PDX ? No; Fall Cleanup Nov. 3.
BRIDGE: latest road block--no business entrance within 1500 feet of any bridge ramp.
"No bridge" is now seen as an option.
